Private Property Debris Removal Information after a Fire Disaster
General Information
- Debris removal after a wild fire generally has two phases, each managed separately.
- Owners can join the government program (Opt-In) or handle cleanup independently (Opt-Out).
- Phase 1 requires mandatory EPA hazardous debris clearance before Phase 2.
- For Phase 2, owners can choose free cleanup by the U.S. Army Corps of Engineers or hire a private contractor.

- Opt-in and opt-out forms will be available online (recovery.lacounty.gov/debris/removal).
- Option 1: Opt-In
Complete the Right of Entry (ROE) form.
Can be done online, through PDF form, or in-person via Disaster Recovery Centers.
Once opted in, a property assessment of your property will take place.
Involves removal of asbestos, hazardous ash, trees, structures, etc.
Removal of vehicles and vessels.
Erosion control.- Option for foundation removal.
- Option 2: Opt-Out
Complete Opt-Out Form.
Can be done online or through PDF.
Obtain County Permit.
The County will review your application and ensure your contractor meets U.S. Army Corps of Engineers standards.
Once approved you will be able to manage debris removal independently.
Property owners must cover any expenses that exceed the insurance settlement.
